Vassal Obligations

Hi

Excuse me if my terminology is incorrect. I am playing with Conclave and looking at the vassal obligation tab. I have been looking for an answer but just can't find it.

1. Are vassal obligation shifts voted on by the vassals?
2. Is the liege the only one that can suggest a change (unless he owes a favour)
3. Is there a time that you can shift the obligation without a vote

1, No.It's voted by concil.(Who may not be vassals but just council members)
2, Yee....oh wait....regency may be an exception in addition to a council member who has your favor.
3, If you become absolute powerful over council(in council power law) instead of having an "enpowered council". Nobody is allowed to vote.
