So as my Empress of Spain moved from a Duchess to a Queen to an Empress, I used the 5 year increments to alter the various laws for the efficacy of the realm - Max feudal levies, low feudal taxes, max bishop and burgher taxes, etc. The -15 or -20 net opinion is easily manageable (Prestige bonus. Boom. Managed.) As this time went on and my realm expanded, I naturally had to begin parceling out titles. Whether counties or duchies, the first thing I always noticed was that the new ruler, almost 100% of the time, dropped their Burgher taxes to minimum, even at a time when I also had Burgher levies at minimum. Decades passed, with no hint of raising the tax rates. The same problem with duchies - making me suddenly realize that I was seeing 2.25% of the income of city baronies.
Am I doing something to cause this phenomenon? Or is this just a tendency of the AI to do something dumb?
