So, I'm playing as the Byzantines and I'm trying to restore the Roman Empire. It's been pretty simple and straight forward for the most part.

At least until I got to Italy.

By inviting and landing claimants, I was able to secure the entire peninsula. The Northern part still remained under the Karling King of Lotharinga. So, at this point, I only need to secure the Duchy of Genoa and capture Rome itself from the Pope (I am saving Rome for last.)

The Duchies of Milan and Susa break free from Lotharinga, so I fabricate a claim on Milan and seize it. All good. Lotharingia controls most of k_Lotharinga, k_Carinthia, d_Genoa, and a single other county in de jure Italy. They have two king titles, Lotharinga and Italy.

I invite a claimant to Italy, land him, and press his claim. (It was a weak claim, if that changes anything.)

I invade and win and... gain no land whatsoever. The only thing that happens is that the claimant remains my vassal and is now the King of Italy. No matter, I'll just press his de jure claims.

Except I can't. It won't let me press his de jure claims on Genoa, which is de jure Italy.

Whatever, I turn my eyes East and focus on the Caliphate, waiting for the 10 years to past until the truce is over. During this time, the Vikings seize Lotharinga, the Catholics declare a crusade for it, and it is restored to the Queen of Lotharinga. She now has two Kingdom titles, Lotharinga and Crusader Lotharinga.

My vassal king of Italy also has a claim on Lotharinga. I press it hoping that Genoa is somehow de facto under the Kingdom of Lotharinga... nope. I gain land in the de jure kingdom of Lotharinga, but the Queen's lands in de jure Italy still are under her control.

I'm really at a loss now. I can't press my vassal king's claims on Italy. Genoa is an MR and has no claimants, Crusader Lotharinga has no claimants, and I've been using my chancellor to try and fabricate claims on Genoa for over 30 years and still haven't gotten anything.

I've tried moving my chancellors every few years to avoid bribery. I've gone through several successions in this time, so I've had to replace my chancellor there, too. To make a long story short, my chancellors won't fabricate claims there even though I'm doing everything in my power to make sure they're not being bribed. They all have had over 20 Diplomacy and a 15% chance to fabricate a claim a year... but nope.

I could declare a border war for Genoa, but the truce worries me. I just know that the moment I declare a border war win, a claim will get fabricated. I just can't bring myself to do it.

Help me... please.
