First time posting, but here goes...
In my current playthrough I'm playing as the Count of Gwynedd turned King of Wales. I gave the Duchy of Cornwall to one of my kinsmen, along with giving him a vassal in the form of the Count of Devon. The Count of Devon later declared a war to increase Council power in the Duchy of Cornwall, and they've been duking it out ever since. Now, I'm really wanting to change succession laws to Primogeniture, but you can't do that if any vassals are fighting eachother. "No big deal" I thought, "I'll just wait it out". But now it's been going on for literally decades. The Count of Devon easily got the upper hand on his former liege, and he managed to siege down his Castle, but he can't seem to siege any of the other holding (city and bishopric) because he doesn't have enough troops. The Duke of Cornwall manages to get roughly 100 men raised, then the Count of Devon goes in and smashes that little army, but it's appearently not enough to turn the tide and give him 100% warscore.
The only active meddling I did to try to expediate the civil war's end was to assassinate the Count of Devon, but in doing so his heir merely took over the revolt immediately and the circle began anew. Now, my King is almost 60, and getting that succession law change is really starting to get urgent, but so long as these two are going at eachother I can't make that law change. Is there anything I can do to bring about the conclusion of this war, sans empowering my council and enforcing realm peace? (I've recently had a law change and I need to wait 10 more years to change it again, and I doubt my dude will live that long) I really think that when your main holding has been under attack for roughly 25 years you should probably not be allowed to hold on to the hope of victory simply because the other guy is missing 1% warscore.
