Vassal approves a law... again, and again, and again...

I'm not sure if anyone's reported this before, but...

Playing as France I attempted to impose the Harsh City Tax law. I managed to get 17 votes out of 41 (or so), but I kept getting spammed with rapid-fire "vassal approves a law" messages even though the vassals weren't actually voting or doing anything. It would not stop at all, so I had to quit the game without getting the law through. This was very early on, the late 1070s.

I was playing with vanilla 1.05g on Windows 7.

i've been having the same issue with an attempt to impose Max City Levies around the same time frame in the game playing as England.
