I'm playing in a multiplayer game with a friend. He is burgundy and has france as his vasall (as his mark, don't know if it's the right word in english...). They startet an independence war against him, and we won it with 100% warscore. There is no option in the peace treaty to force them to stay a vasall, and if we just make peace with them, they are an independent nation, though they lost their fucking independence war!! :D

Is this a bug?

I'm pretty sure it's a bug.

However, you're always able to fully annex a revolting vassal. Even if it's Ming. Even if it's Russia. So what you can do is annex them and release them again.

The problem with this is if you have taken land of theirs previously (like when you took enough lands from them to make them small enough to vassalise) and it still has their cores (primary culture) it now goes to the vassal.

But yeah, a bug
