Various in-game issues in first game with Conclave

1. The "Start a Faction" button is greyed out saying "As a you are on the Council and the Council gets to vote on War Declarations, you can only create or join factions while the Council is Discontent" but the Council is not empowered to vote on War Declarations. And yes, I am looking at the correct laws.

2. My liege seems to freely abolish the empowered council. No vote, only the notification that it happened.

Not a tech support issue so moved to main forum. If the community agrees it's likely to be a bug, post separately in Bug Reports please.

I don't have the DLC but as far as I know, council members cannot join factions until the liege does something against their will.
