I've been playing HOI since its first game, and so I know that Paradox has balancing issues, for many good reasons. I've played HOI4 when it came out for 400 h, and then quit for 2 years when it got too easy. Today I've played a new campaign as GER ... and was shocked how badly balanced the game still is.
So, as Germany you are able to field 300 divs (width = 20, with arty and med tanks) in Sep 1939? I was not even minmaxing or going super weird, with all that new features and intel stuff.
Why you are even playing HOI4 if GER pumps out that many divs? Historically, GER had roughly 106 divs on 1 Sep 1939 -- and they were scraping the barrel for that. The last 15 divs consisted of Czech equipment, despite all the economical efforts. And, of course, it was also a joke that by Sep 1939 my GER in HOI4 produced more oil and rubber than it required, which is another joke, but let's not discuss it.
Sure, we could argue that you cannot compare real-life divs to HOI4, which is true; but with 2.4M men in the field, this is roughly what GER had at that time, and it is in HOI4 twice as much as FRA (~1M in my game). But FRA was, historically, the bigger army at that time. My impression is that HOI4 has barely anything to do with WW2, except for the unit and leader pics. and map perhaps.
I was playing recently HOI2 Darkest Hour again, as it is more realistic and tactical than HOI4 (and has not the OOB madness of HOI3). Yes, HOI2 has issues too, but not at this scale. With 300 divs that early in the war, and without the oil crisis that real-life GER experienced during WW2 twice, I can do anything I want. And let's not excuse by saying that all you need is to create a realistic mod. This is an old debate. But I get the feeling that HOI4 is so far the worst of the whole series.
