First, their GSG are developped by Paradox alone. Plus, it will make too much concurrence with Imperator : Rome, even if it will be obviously released far after I:R.
A Victorian setting could be pretty solid for a horror strategy game, but I doubt they would explicitly use the Victoria IP for that. It is not a particularly strong IP for games outside of the Victoria GSG series.

Why not? Just imagine:
An evil magnate (capitalist pop) has altered the recipe for liquor by adding the spores of a hallucinogenic parasitic fungus found in the jungle in Paraguay (after it got partitioned early in the game by Argentina and Peru-Bolivia), and many soldiers all over the World are turned into drunken zombies, hungering for more liquor and wool resources.
It's up to the player, a God-sent zombie hunter (priest pop, supporting the "prohibitionist" issue) with a bolt-action gun, to close down all the soldiers-infested liquor factories in the world, while also having to prevent the dreaded Anarcho-Capitalists rebels from seizing power and start producing the wicked liquor again.
