valid ranges of IDs for alliances, loans, etc

Sorry if this question was answered previously, I do not found anything about.
Wich are the valid and free ranges for alliances and loans I can use to build a scenario, anybody knows?

If you are building a scenario fron scratch all you have to do is make sure there are no alliance or loans with same ids.

The number of ids can be huge (millions? billions?).

Only another related question: each kind of thing as a different range from zero to millions, or all ids are related (I am worried about events...)

Event IDs are not related to any other IDs, that's for sure. AFAIK no IDs are related.
