The heavy lifting is already done. Make a "Nitpicker's Flag Supplement Mod to Victoria 2", let people like Patrician who have no real opposition get their way (nobody has argued that the present flag is better than some other suggestion for any reason), and recommend it. If anyone complains, make NFSM your first suggestion. Even people who don't complain might approve of at least ROM'er-vetted ROM flags.

There are moddable games with almost universally applied mods - I think of Morrowind with Better Bodies and face replacers - so you shouldn't think it so bad to not get NFSM accepted. You'll only have forum avatars to complain about.

OT: Is the only possible way to change governemnt through revolution or can you reform it so that you get a monarchy or republic?

Fascism is frowned upon here and views praising Adolf Hitler or the use of the Swastika are banned completely. It's best if your a supporter you just don't say anything at all, or discuss anything about it.

Well actually most signs fascists drew or used as a logo are enjoyed by people, I.e the fasces looks rather cool and it was used by rome(which makes it even better).

And the one you´re hinting at, well it´s a major sign in a religion.

Anyway the fascist and communists avatars looks really great, or most of them. The red-star looks rather good on most flags and most fascist insignia´s does IMO at least.

While browsing the avatars I realized that the standard flag for Spain is none of the specific ones. How does that work? Is it the flag at game start, but if you change to republic and back to monarchy you get the monarchy flag or something?

This. All authoritarian regimes are great at designing/using symbols, ceremonies, uniform, songs and such. It is one way how they keep people unite and they do damn good job in this. Just how many of you here enjoy soviet music while they play?

I love the Aussie flags, it is obvious some research went into them. I'll probably use the Eureka flag (no. 2, currently used for fascism) as the republic flag (no. 4, which I find too modern), and design a new fascist flag though. Perhaps a black-version of the Eureka flag, or something equally ominous. Other than that, I like the commie flag (no. 1), and the third flag is just our bog-standard current one.

I gotta admit tho, its an awefully large amount of Australiana with the Republic / communist flag.

Nothing wrong with Fascism its not worse than Communism.

But when it comes to National Socialism which is more the sick idea of a criminal and dangerous mind, i really appreciate that it is generally frowned upon and people who express sympathy are condemned by the public.
