Could you explain point #1 in more detail? What're you doing exactly? You're not supposed to be able to grant empty provinces to landless characters, and it sounds like that's what you're trying to do. Perhaps you even have a savegame with reproduction steps?
Are you sure that the displaced Mongols are in your court? Ousted nomads are supposed to keep their clan title and roam around the world as a landless character, is that's what happening?
