v1.9.2(a73d) - Wrong tool tip for Treaty with the USSR

Description: When you hover over the Treaty with the USSR focus it says that it provides:
1x2.0 years ahead of time penalty reduction for:Medium Tank models,
1x100% research bonus for: Armor Technology.
However, when the event triggers it says:
1x2.0 years ahead of time penalty reduction for: Panzerkampfwagen III
2x100% research bonus for: Armor Technology.

It actually provides:
1x2.0 years ahead of time penalty reduction for: Panzerkampfwagen III
1x100% research bonus for: Armor Technology.
or if you have already researched Panzerkampfwagen III:
2x100% research bonus for: Armor Technology.

When the event appears to the USSR it says that it provides:
1x2.0 years ahead of time penalty reduction for:Medium Tank models.
1x100% research bonus for: Armor Technology.

It actually provides:
1x2.0 years ahead of time penalty reduction for:Medium Tank models,
1x100% research bonus for: Armor Technology.
But only if you use the 100% research bonus first. If you use the 2.0 year ahead of time penalty first you loose the 100% bonus

Can someone acknowledge this thing as a bug or at least fix the tool tip?

I've just wasted an entire day playing until mid 1939, just to find out that I won't get a 2 year penalty reduction. So now mid 1939 I don't have ANY medium tanks because people are not handling these issues.
