I play as Race with Ocean as starting and before the patch generally the first colonization options to research would have been arctic or continental, now I usually get jungle first.

Same with my tundra race, which gets Jungle and Ocean first.

So it seems for tech purposes the game treats you as continental regardless of what you are.

If your ideal is one step away you get higher chance at that tech. If you have 0% habitability (for any species living in your empire) on a planet type you can't get that research. If you have not surveyed a planet of that type you cannot get the research.

Beyond that it's still a somewhat random system. You're experiencing randomness. Enjoy.
