Units seem to be able to get trapped in very awful supply areas, if the only valid path out would put them through another low-supply area – even if it is not as bad as the one they’re already in.
This issue presumably affects both players and AI, though players can solve it with manual orders.
I found an extreme case in this observe game. The Allies have only 1 province of a certain supply area in the Himalayas, but have managed to pack over 100 divisions into it. The only way out, to the north, is into another supply area which is also over capacity. (To the west are neutral countries.)
The save is attached. Before you unpause, the yellow exclamation points do not appear, but they will appear after unpausing (in observe mode).
I’ve heard there are bugs to do with observe mode preventing AI from taking certain actions, but notice here that Britain’s allies are doing the same thing.
Some mods are visible in the screenshot but they are purely cosmetic and the checksum is as I reported it in the thread title.
(This save is also a great example of a different problem, with the AI: very long borders with units being constantly assigned to and from them, so that they never are all in position, and orders are never, ever executed.)
