Q: currently playing Russia in a 1.07 game; not suprisngly, I'm
well behind the leaders in land tech; I'm at land-2, while the land
leaders are at 9. My question is, what land tech are the
rebels in my country going to fight as? Is it influenced by my
land tech only, or by where others in the world are at?

The Rebels have their own land tech. They are (IIRC) in the latin tech group, and basically only get research from the neighbour bonus. This means that they will be researching based on the tech levels of the latin tech group countries, and your tech level is irrelevent. Early on they are probably at a higher tech level than you. But you're Russia - let winter take care of the rebels :)

Hmmm-- makes sense...so I looked in the save.file, and found the REB
country's info...it was kinda funny to see they had positive relations
with some countries :p Here's their tech:

So at least if I'm reading that right, they're still well in the landtech=0
range...yet they are consistantly kicking the asses of my landtech=2
armies, even when I have 2-1 or 3-1 odds, and better morale. Just
a bad streak of luck, or...?

For starters, Land 0 and Land 2 are the same level - unless you reach Land 9 before they do, it doesn't matter if you have Land 0 or Land 8.

Second, many factors influence the result of a battle. Are you the attacker or the defender? What's the terrain? What's the composition of your armies? Plus early battles are very much random.

BTW, I too thought that with the current patch rebels get the same land tech that you do.

Battles I'm seeing are like this one: 17,000 disciplined troops,
about 60/40 inf/cav; vs 3k rebel inf and 500 rebel cav, weak;
I killed maybe 100 rebel inf before being broken and sent running.
Its been pretty amazing, almost to the point where I'm rooting
for the rebels, because they're doing so well :D

That's not literally true - they're in the same CRT, but there are some differences in base morale.

As to the original post, my experience in the recent patches has been that rebels perform amazingly well, at least until the high tech levels when battles become a little more reliable. In theory, this is just the result of luck swinging against you, but it sure seems to happen more frequently than it should.

He's playing EUII 1.07. In 1.08 rebels have the same tech as their opponents when fighting against a human army, but use their own tech when fighting against an AI army.
