I have researched Capacity Boosters and Selected Lineages but my new leaders still have only 1 skill level and their recruiting cost is still 50 influence.

Edit: Just found out it's a policy i have to enact. It works, but in an annoying way. The leader recutiment pool is the same as before (skill 1) but with increased influence cost (+50% with capacity boosters). If i recruit one normal guy (skill 1) at enhanced cost, his place is filled with an improved guy(skill 3). So i have to empty the recruit card deck at horrible cost to get my improved leaders or have to wait, till the old ones die...
