I've faced with the situation that seems like a bug for me.

The game generated me a race with democratic government. Ok. I thought it will be fun. Nope!

Every 5-year period of elections results one of my leaders become a ruler of my empire. It causes two problems for me:

1) MINOR: After each election I've to list my leaders to find what position was occupied by our new ruler before. Because now it will be vacant so I must to hire new leader. Otherwise I'll undergo penalties to science or my fleet will be a lot weaker… it's inconvenient and really boring.
It would be nice to inform directly what position he occupied before elections.

2) MAJOR: When a reign period of elected leader will expire, this leader will vanish completely. They will not return to my leaders pool. So, in long term, such algorithm lead to absence of any skilled leader in my empire. Of course, I can hire any useless idiot and bribe every election with influence to keep him as ruler… but it's stupid!
I think it’s a bug and former ruler must be returned to normal leader's duties.
