WW2 won by the Comintern (ft USSR, France, and R Spain). France puppets Germany and Spain puppets Yugoslavia. A few years and a separate war (Comintern partitions and puppets Italy&Bulgaria) after the peace conference, this news event fires.

I don't think any of the effects mentioned in the description happened, but I haven't had the time to attempt to recreate this.
