This happened to me by accident in-game when I was upgrading a large fleet. While they were upgrading I researched better shield technology and updated the ship designs. When the fleet finished their upgrade, they became the latest model at the "cheap" mineral cost of the initial upgrade that was ordered.
The implication being that you make a tiny improvement to your ship designs, order them to upgrade, then update the designs to cutting edge technology and get the additional upgrades for free.
