I've only tested this with the Pitharan Fertilizer Plant, but it seems like this might also happen with other buildings that use strategic resources.
Steps to reproduce:
1. Have Pitharan Dust
2. Build a Pitharan Fertilizer Plant on a planet. Make sure a pop is working the tile.
3. Put that planet in a sector
4. Wait a month
Results:
The fertilizer plant will not apply its bonus to the empire, and hovering over the player's strategic resources icon will show that no Pitharan Dust is being used, even though the building exists and is being worked. The building does not have the icon indicating that it is shut down due to a lack of resources.
