DLC: Creatures of the Void and Chirpy (Logged in DLC)

I have tried this a few times by generating the largest map with the max AI and then going observe to check every species portrait on the Empire list. It seems whenever the AI auto-generates randomly they never picks the DLC portraits such as the Creatures of the Void or the Chirpy DLC as portraits. I done this around many times and I never see an AI have DLC portrait and neither do I get them when I click them random button (sample size might be too small to make a conclusion).

I'm just wondering if this was done on purposeful or was it an oversight and the devs forgot to add in the DLC portraits to be available for random generation for AI empires?
