This is a somewhat amusing behaviour that's probably crippling the AI's ability to organise. An AI has two fleets with orders to merge with one another - that is, both of them have the order to merge with the other. They've gotten themselves stuck in a loop : They're in neighbouring systems, and as soon as they can, jump to the system where the other fleet is located. Of course, they pass by one another during their jump and by the time they've arrived at their destination they need to go back to the previous system to meet up. This can last for months.

Attached is a save where this has occurred. The incriminated fleets are the 1st and 4th Mycellium Carriers fleets of the Bhuvondon Directorate, travelling between the Gasci Xubb and Selnoc systems.
