[v1.0.0 9b5a] Sector not accessing Betharian stone from another sector

Had a power plant on a planet using Betharian stone supplied from a sector that already existed. I decided to add this planet to a new sector. Suddenly it was no longer able to access the Betharian stone that was supplied from the other sector and I had one free Betharian stone available in the top bar.
