I have conquered two planets (Schinik and Minokh) of enemy empire. After a lengthy period of dealing with sabotage and corruption, I researched genetic tailoring and decided to make them more conformist. I marked both of those planets as targets of modification project and accepted. The project was placed upon that species' homeworld, which i don't control. Is this intended?
I don't use any mods and I own Nova preorder DLC and Project Augustus DLC.
