During a multiplayer game with a friend of mine I saw a planet I had owned with no working buildings and extremely unhappy people. I had Free Pop Migration on, and it never seemed to cause a problem until all o the planets tiles were full. The species was a recently conquered species but, whenever free pop migration was on, they never worked. Instead, they just frantically jumped from one tile to the other somehow causing no working surface structures and extreme unhappiness(due to certain buildings not working, such as Hydroponics Farms, they were starving.) I noticed that they were jumping around tiles and turned Free Pop Migration off, and that appeared to fix the problem at least temporarily. I would like to play with this feature on, but it doesn't appear to be doing what it's intended to do. While Pop Migration was set to Free, happiness was dropped by about 35-45% and buildings stopped working due to Pop moving far more than they should. It was also inside of a Sector. I do not know if this will change the outcome or not.
Steam says that my DLC are Creatures of the Void and the Stellaris Ringtones.
This may have been a conquered people that were unhappy and refusing to work with Free Pop Migration turned on. If this is intentional then I apologize for posting. If it isn't then here ya go!
