2. Description: OK, so when you start as Spain, in the elections you can become fascist. Now playing a a fascist (before the civil war event) I set my troops to deploy in Madrid. When the civil war event happens, I sided with the fascist, which means that I "lost" control of Madrid (that region was given to the republican side).
When I tried to deploy troops, I couldn't, all regions appeared in red. I won the war (basically I was part of the axis before the event, so Germany crushed them). After the war, I could deploy only in the regions that are given to the republican side during the civil war event (ie. Madrid, Barcelona, Valencia, etc).
Eventually it got "fixed" and I'm able to recruit everywhere.
I think part of the fix was reloading the game (I was playing in Iron Man) and each time I loaded, I could recruit (from nothing during the war), to just some regions after the war (and a reload), to now everywhere (after another reload).
