Description
If you play as SOV and go for a civil war option whilst having volunteer divisions sent to other nations, these divisions get exiled once the civil war starts. They do not return back home like volunteers should (e.g. if GER declares on SOV and SOV have volunteers prior to the war declaration, they should disappear from the map and return to one of the home ports in 2 weeks).
What's worse is that you cannot send the exiled divisions as volunteers after the civil war is over: you still can send volunteers, but you are not able to send the divisions that have been sent as volunteers earlier. For instance, if you have 7 tank divisions in China before the civil war, you have to make new tank divisions after the civil war is over (you cannot send the same divisions again).

Reproduction steps
1) As SOV, send volunteers (your best bet would be CHI after JAP declares on them, or ETH at the start of the game provided you can successfully repel ITA invasion)
2) Pick the "Great Purge" focus and create the civil war conditions (i.e. do not kill your officers)
3) Wait for the civil war to start (you need to ensure that your volunteer divisions do not die). Once it started, check on your volunteers to see their status - they should get exiled.
4) Win the civil war. Once that's done, try sending the same divisions which you used as volunteers before the civil war as volunteers again - the game should not let you do that.
I do not know if the same happens to other nations who go through civil wars.
