The thread where this bug has been reported doesn't follow the guidelines, so just to not let it slip below the radar: https://forum.paradoxplaza.com/forum/index.php?threads/issue-with-decadent.926583/

Description: When creating a species at the start of the game, Stellaris ignores the Slavery tolerance given by ethos choices, and so refuses any government other than Divine Mandate if the Decadent trait is chosen.
DLC's: Galaxy Edition.
Mods: none.

Reproduction Steps:
1. Start a new game.
2. Create a new species.
3. Choose Decadent trait among others. For example: Decadent Industrious Intelligent Repugnant.
4. Because of Decadent, we must choose a trait, ethos or gov that favors slavery. For example, ethos: Pacifist Spiritualist Xenophobe (Xenophobe favors slavery).
5. In the government tab, nine types are possible (colored): 3 theocraties, 3 monarchies and 3 dictatorships. Choose any.

Observe: The only government that okays the species is Divine Mandate. Any other gives the message: "Cannot choose the Decadent trait unless you have chosen a trait, ethos or government that increases slavery tolerance", even though it's the case (Xenophobe -> 50% Slavery tolerance; same result with Xenophobe fanatics -> +100% Slavery tolerance).

It's not corrected in Clarke beta checksum ed47, and the workaround in the original thread (create non-decadent species, save, and come back to modify it) isn't working for me.

The issue still persists in the released Clarke patch:(

Edit: I had a look at some of the .txt files in the "common" directory of the game folder. In '00_species_traits.txt' the 'trait_decadent' entry has the property 'slavery_trait = yes', followed by a comment. It's the only comment in the file, so maybe that's the problem? In '00_ethics.txt' various ethics have the property 'slavery_ethos = yes' but this seems to be ignored. In '00_governments.txt' only Divine Mandate (and its improved version) has the modifier 'pop_slavery_tolerance = 0.5'.

So my WORKAROUND was to add the modifier 'pop_slavery_tolerance = 0.01' to the government I wanted (Despotic Hegemony in my case). This gives +1% slavery tolerance and lets me choose the 'Decadent' trait.

I guess the description is not clear:
You must be able to enslave your own population. Xenophobe only allows the enslaving of other species (of wich there are none at the start of the game).

Granted I would consider it a bug that the check is done at all. Afaik Robots would satisfy this trait just as well, making any form of slavery tollerancy unessesary in the first place (except for early game viability).

You are right! I checked and Decadent works fine with Collectivist. Either a better ingame description is needed or the check should be dropped as robots can serve as 'slaves' just as well.

To summarize:
1) Decadent is valid only together with collectivist? Seems over limited.
2) And there're two "types" of slavery tolerance, one that comes only from collectivism, and one that comes from everything else, but they're called the same in tool tips? Seems over complicated.

To me that really sounds like a bug.

From a gameplay perspective, I may want to benefit from ethos other than collectivism at the cost of using decadent early game, then compensate at mid-game with slavery on other species. And a Decadent species is sooo cool :p

1) Collectivist or Xenophobe. There used to be a Spiritualist Government that gave it too. But technically any Robot pop would do as well.
2) What are you talking about? There is Slavery and Alien Slavery tollerancy. Both are distinct values with distinct are of effect.
