This seems to be a display bug. Later on in the same game the bug no longer showed.

In the first screenshot, you can see I own the "Haven" system.

Howevrer, in screenshot two, you can see that I still own the system, but the planet now has the icon for my neighbour empire, and even the tooltip.
This only seems to happen in sectors.
