Description: After enacting the policy that allows for Synthetics to have equal rights, Synthetic pops do not gain a happiness bonus. This would be fine, but there didn't seem to be a malus before they had equal rights, either (I had "outlawed" enacted earlier).
I didn't create the Synthetics in my empire, but they moved in because of a migration deal that I had with another empire, if that helps.

Reproduction Steps:
1. Start the game.
2. Load the attached save game.
3. Find a Synthetic pop and look at its happiness.
Expected Result:
Synthetic pop has a bonus to happiness because of the enacted policy, or there needs to be a negative happiness modifier when anything other than Citizen Rights is selected.
Actual Result:
Sythetic pops don't care what your AI policy is, but everyone else sure does.
As an aside, I don't think that those Synthetic pops should have been allowed to move into my empire at all since I had "Outlawed" enacted when they moved in. That might be its own bug.
