Title says it all. All that must be done to reproduce, is to create a new empire which allows for slavery; the policies tab will not have a policy set for slave-procreation, and it is therefore impossible to change the policy.

This problem persisted for me after several in-game years, so I made an event to fix it. Even if it fixes itself, as it did for you, it's still weird, as the policy is present from the get-go. With other such things, policies don't even show up until they're available; and they are set within a day of becoming available. Regardless of whether the game eventually works it out, this is still a bug.
