I recently colonized a system where there's a world with Early Space Age primitives (judging by enlightening tick rate), but the primitives don't have an associated 'empire', and so don't show up in the Contacts tab as a species or empire.
I got the survey data for this system from an ally's star charts rather than surveying it myself, so maybe the civ failed to spawn when they looked at it?
I'm running vanilla Stellaris, and I've been playing this save since 1.0.0.

Repro Steps:
1. Start my save.
2. Observe the world "Gabbog" in the Mauthula System.
