Description: Sector managers do not upgrade the capital, nor build any special buildings that require influence such as Frontier Outposts or Paradise Domes. I am unable to build these buildings on planets controlled by sectors. Therefore, the only way to have these buildings is to wait until 5 POP and build them before adding them to the sector or remove them from the sector (with a loss of 25 additional influence), build the buildings, and then add them back to the sector.

Mods: No.

Reproduction steps:
1. Add a star system to a sector.

Observe: Sector managers to no upgrade capital nor build influence buildings. I'm unable to build or upgrade on these planets in the sector.
