v.1.0.0 [9b5a] Unknown Empire lacking special project

Description: "Unknown Empire" inhabits a solar system without there being a Special Project available to research them.

Reproduction Steps: Unknown

Background: The Unknown Empire was not in the solar system when I first visited it. They appeared there only much later, after I had built a Frontier Outpost in a nearby galaxy. I did not get a notification that a new alien race had been encountered at that time, I just noticed them as I was going to build some mining/research stations but couldn't because the alien empire was in the way.

I'm not sure what the cause is for the issue, but I'll compile a short list of what I did previously in the game that may be related:

• I built a Frontier Outpost in a neighboring galaxy shortly before noticing the Unknown Empire. They were not there before I did so. I remember surveying all the nearby solar systems as I was deciding where to build the outpost.
  
• Some time before encountering the issue, I remember killing some hostile unknown aliens before researching them. I then started to research them mid battle. I'm not entire sure it was that specific race I researched as there were two available Special Projects for unknown aliens available. I also do not remember getting a notification that the Special Project had finished, but I may well have just not taken notice.
  
• I activated the edict Map the Stars not too long before noticing the Unknown Empire. Probably not related, but it can't hurt to mix in a repro attempt.

Similar thing has happened to me too. (Standard version, no mods, no dlc)
But with an unknown Alien Space station in one of my systems. I have been able to build mining stations that area with them still just floating there minding their own business being unidentified!
I am sorry but I can't really remember the circumstances of when/how/why or how long it has been (but most of the game i think). I just ignored it and thought the ai may catch up and I would get a sit Log eventually. But not yet.

Absolutely MrNibbles!

Since I was playing on Ironman I wasn't able to do any proper investigation of the issue. Hopefully the devs can piece it together with the save file.

Update:
I started a new game on v1.0.2 and I just noticed the Unknown Empire bug again.

None of the things I thought might be related have been involved this time, so I'm afraid I can't give much more than another save file.
