I. The High Value Mining Targets bug is impossible to complete if you purchase star charts of a high value mining system because the mining target is not marked as surveyed but it the player cannot survey the planet

Reproduction steps:
1. Start the High Value Mining Targets quest line
2. Purchase star charts of the star system where a mining target is located
3. Be unable to survey that system, and therefore unable to complete the quest

II. I have researched Galactic Administration and have changed my government to one of the advanced government forms, but I can't build the Empire Capital Complex on my homeworld (or any world). I know there's a 15 pop requirement, but I have 16 pops, so that's not the issue. I can't even find the building anywhere under replace or upgrade on any building slots to see if there's a requirement I'm missing. I'm not sure if this is a bug but it seems to be one. I'm not sure what the reproduction steps are to this because I don't know what's causing it, but I have included my save file.
