Utopian Abundance should remove Unemployment Emigration

So I was inspired by this reddit thread (https://www.reddit.com/r/Stellaris/comments/ahc7iy/utopian_abundance_is_actually_pretty_decent/) to attempt a Utopian Abundance jobless research build. On paper, unemployed utopian pops are amazingly cost-efficient at producing research and unity, and you should be able to run a FE-like empire where most of your population is unemployed.

Unfortunately, my build was stopped cold by the Unemployment Emigration Push. Any planet that has sufficient unemployment will get +100 Emigration Push, which usually means you are not growing population at all. I had between -3.0 and -4.5 emigration on all of my high-unemployment planets despite having positive amenities, positive housing, 80%+ Happiness and 80%+ Stability.

The really weird thing about this is that even if you close all the borders and remove all the migration treaties, your pops still manage to leave. You'll have 7 planets with -4.0 emigration and only a single planet with +5.0 immigration. I have no idea where all those missing pops are going. Are they running away to join the Caravaneers?

Anyways, I think it should be a simple fix to make it so that Utopian Abundance removes the emigration penalty for Unemployment. I mean, your unemployed pops are living in luxury and enjoying a life of the mind, their happiness is better than most other empires' ruling classes. They should have absolutely zero reason to leave.
