I think it is safe to say that Utopia is going to be the biggest change up for Stellaris since launch. But, based on what we know so far, is it the biggest change up in any Paradox title? If it is, will it signal a different way of doing DLC for the Paradox crew?
I look at Crusader Kings 2, with it's long and healthy line of DLC. Maybe we could draw a comparison between Utopia and something like Conclave? I'm just not sure it is fair. This really seems to big a massive shake up. I was not with some of the Paradox from day one, so I am unsure if massive alterations like the ones coming with Banks are the exception, the norm, or never done before.
