Generally, Utopia is awesome. This is one of a very few bug reports -

It is not possible to build a Dyson sphere in a system with inhabitable planets. When I try, I see an error expressly saying so. I want to be able to build a Dyson sphere in an inhabited system for the behaviour where all the system's planets are turned to ice worlds or barren.

Just to be clear, the game will not even let me build a Dyson sphere in a system if the planets are colonisable but presently uninhabited, which is a really, really annoying behaviour.

Yes ... it might be fun to build a sphere in a system with pre-space flight species or an occupied world in your empire with a conquered slave species. Capturing a an enemy home system and building a Dyson sphere to make it permanently uninhabitable after freezing the survivors to death makes a powerful statement.

It might be cool to do this but you know the first time somebody turned their capital into Hoth without realizing what would happen, the torches and pitch forks would come out. :)

Edit: Can you build habitats in a system with a dyson sphere or vice-a-versa?

Unfortunately, it appears to be the main theme, don't hurt anyone unless you own that rock. I tried to build a Dyson Sphere in a system with primitives but couldn't. It is similar to Terraforming a planet with someone on it.

I've already posted this in the suggestion forums, I doubt it will go any where, may have to just make a mod to do it.

I must admit, I have noticed another slight similar bug with habitats.

Normally you can put a science nexus or a habitat in orbit of a single planet, but there is a way around that.

Build the habitat - while it's unoccupied and listed as a target for colonisation you can also build a nexus on the same slot.

Colonize once nexus construction has started and you get both next to one another. They don't clip or anything either.
