I already watched a bunch of videos but couldn't see exactly how utility consumption is calculated. In SimCity 2013, there was an agent system that made sense. You could basically see what the code was doing on screen. I also don't know how previous games, like SimCity 4, did it too. In Cities: Skylines we can see the garbage trucks going from house to house, so I assume that there is some agent system in at least there.

How does Cities: Skylines distribute electricity or water? Is there an agents system? We know that they're provided to regions through buildings pipes and electricity lines, independent from the road the buildings are on. How does the system then distributes the water and electricity to buildings? How does the system decide to power or provide water to which buildings if there is a shortage of these resources?
