UTF8 after 1.5

I am developing a modification of the Russian localization of names in Stellaris:

But I had a problem, some information about foreign ships is not displayed in the game:


And here an error in a log file:

Problem in the mod file 00_empire_names.txt
If Cyrillic symbols are in names parts, then we get this error.
But this concerns only a name parts for independent empires, the fallen empire and others have no such problem.

Changing encoding of file and transferring translation of names to localization file did not help.

Most likely the problem is in the game itself. I ask you, help me to solve this problem. The game is wonderful and we want to play it completely in Russian.

After several tests it was possible to find out that game does not want to convert names of empires in cyrillic in information window of foreign empire ships, even if game only use localization files.
