I've always thought it kind of weird that if you usurp a title and its the only highest tier title the victim has, all their vassals suddenly declare independence. Even though its totally reasonable for someone to say "i rule most of this land now, so im the true duke of x", its not so reasonable for the original owner and his vassals to agree. I understand that the same religion requirement is there to somewhat limit this, but its still not too reasonable for a petty kingdom to suddenly stop being one just because the land of its namesake is no longer owned and it stands on a intersection of other dejure ones and doesn't control enough of any one one to create a new duchy.
I suggest that if the title being usurped is the highest, only title of that tier, then a new temporary titular title of the same rank should be created to maintain the realm, which would be destroyed when a landed title of the same tier is held. If not that, then maybe a new gamerule could be made for usurpations ranging from all usurping allowed -> same religion usurping allowed (as it is now) ->same religion and culture usurping allowed -> no usurping allowed, to at least tone the issue down a bit.
