I started playing a game as the USSR, and noticed that the Great Purge is an unavoidable event that fires not long into the game with only one choice. I know that you do it because the USSR needs some penalties, however, I still think that it would be ideal if the player was given the choice to not do it, with some other major penalties attached. For example, maybe some moves towards open society or democracy, a morale penalty, or some slider moves towards dove lobby or isolationist, or some combination of the above. Find a way to let the player take them in a different direction, but find equally as damaging penalties instead (arguably slider moves will do more long term damage to the USSR I would think).

This is actually one of those events with multiple results. The difference between DH and HOI2 is that the player doesn't make the choice, the game does it for him.
A lot of the elections are like this, where you don't get to choose who wins.
And then there are the 'Surprise' attacks (Pearl Harbor, Mers-el-Kebir, etc.) where the player get to decide when to do the attack, but the results are random.

Are you sure? I've reviewed the event files and I don't see any evidence of different outcomes or different purge events (other than the generic decision).
