I'm playing as USSR in 1936 GC, at war w/Japan currently (1939). I'd love to bring in ComChi into Comintern, but they are neutral and are having none of it - despite the 200 relationship (and even after a coup!). Anything I need to be donig different?

I am not sure how it's coded and stuff, but ComChi isn't disposed to allying with SU (or anyone for that matter) except in the Doomsday scenario. Historically, ComChi never aligned itself to Moscow in a way Moscow found "acceptable" (i.e. SU being head and ComChi being a junior power). The two sides had a lot of grounds for conflict.

In the 1936 scenario I was playing the Soviet Union and when Japan declared war on Nationalistic China and their allies I guaranteed the independence of Communist China (even though the war had already begun).

I don't know if that made any difference but when I offered them an alliance the chance counter was at 67% and our relations counter was approximately +120.

They accepted with the first try and I found myself involved in a war against Japan automaticaly.
