USSR and USA not in war?

I am playing as France. I've held off the Germans and even advanced a little. It's mid-42, USSR and Germany never went to war yet; Japan annexed, then puppeted China without going to war with USA.

Is this because I held off the Germans? This is my 1st Doomsday Game. Is the AI less predictable in regards to going to war? In the other HOI it seemed that GER/USSR JAP/USA always went to war.

Will real war break out? My war resembles WWI. I need the USSR so I can make a real push.

Sometimes Germany and the USSR are equaly strong and either needs a advantage to declare war, I think. If Japan puppeted China the loose allot of belligerence, so Its up to them to drag the US into the War. If you held of Germany then maybe they don't have allot of belligerence too?
