Using Console to Add More Districts

While messing around with the console on 2.2; seeing what all has changed with the commands that are still here, I grabbed a planet in a neighboring system to my home system, and started running some commands on it.

After exploring the game's files, I found that "deposits" now affect the "Planetary Features", which in turn determine how many resource-producing districts you can have. As usual, I find the highest-affecting deposit, and slap it on there several times!
Using the command "effect deposit_tile={add_deposit=d_fungal_forest}" I managed to get 16 Fungal Forests on this planet, adding a total of 48 extra agriculture district slots!
I noticed that the base 6 was still showing up. It never added the next 48! Even when hovering over the slots for it, it shows "This planet currently has 0/6 Agriculture Districts built."
I then noticed that the planet was only size 16, so ran the command "planet_size 50" on it, but still, only 6 possible Agriculture Districts...

So, I have come to ask: is it possible to increase the maximum districts of a given type via Console Commands?
