Right now, because colonial countries like Portugal and Castille-Spain colonize really quickly, you get a situation where by the 18th century the AI is aggressively colonizing useless Pacific and Indian islands that won't bring them any trade. They do prioritize the Americas, and travel time is appropriately long, it's just that there are no more empty provinces to colonize way before the end date and, well, the colonists don't have anything else to do.

My suggestion is to make it so that you can send colonists to improve development gradually in existing colonial provinces. So you can see Britain, for example, send colonists to improve the provinces of the Thirteen Colonies instead of colonizing Tonga or Papua for no reason. And it would give colonists something to do in the late game where all the attractive real estate has been snapped up.

The time it takes to improve the development of a province can scale up as with higher existing development like how MP costs for development currently do. Also, could limit this to colonial regions only so you don't have like Ternate making a 30 development Fiji.

However Spain might wish to develop Philippines, Nederlands Cape etc., which have much more sense, since they would own it directly instead of their Colonial Nation.
Anyway it would need to be capped and very expensive=slow everywhere, since I do not think that seeing 30 development in Amazonia or in Ohio area is reasonable.
