Using All Custom AI Empires In Multiplayer?

Me and a friend are attempting to run a multiplayer game that has all custom empires. We went through and made all the empires on my machine and set their priority to "always appear," and made the proper number of AI slots for that game. When we load into the game however, we are lucky to find even 1 of our custom empires. Is there a way to ensure that the only empires that spawn in that multiplayer game?

I saw some posts about this that were from back in 2017, and they stated that as long as you marked each empire you wanted to "always Appear" it would work just fine, but I guess there was a change with that in the newest updates. If there is any way to achieve this, please let me know!

There's a glitch involving this - if more than one custom empire is set to a particular type of starting star system (e.g. random trinary I, random unitary, etc.) they will "conflict" with one another and only one will appear.

The workaround is to set ALL of your custom empires to "Random" for their starting star system. This fixed it for me, and at least a few others.

It did not work for any modded species we had however. is there a workaround for that?
