indicates that to change the save file location you create a text file called userdir and place the path to the save files in it. i haven't seen a more recent post to clarify if this has changed, however it doesn't seem to be working. am i missing something or was this feature quietly cut?

You seem to miss something or made a mistake. Works fine for me.

Be sure it's a only *.txt file and not a *.txt.txt file. Happens when the Explorer doesn't show extensions and hence
one gets added manually, even though it's not necessary and already there.

Content should look similar to this (example) or as in the link you posted.
Code:
D:\Crusader Kings II Libraries\Crusader Kings II - 3.300
Only to the major folder for the cache files, not directly to the save games folder.
