So, I'm at a point where I can mod existing nations almost at whim - tech teams, ministers/leaders, country names/colors/unit sprites. That's all well and good.

But now I'd like to learn how to mod a user-defined country into existance. However, I have no idea how to go about doing this. I know to mod the revolt.txt file to include the provinces for such a nation, but what else do I need to do?

You have to give your new nation everything a normal nation has, except events, which are optional. Try looking at files for existing nations and base new ones off of those. Make sure, though, that any leader or minister tags do not conflict with those already in use. Also, make sure nothing conflicts if you mod them into a scenario.

OK. Here's another question: if I want the user-defined country to be a revolter rather than an initially selectable nation, does it still need an entry on the .eug file? Other minor revolters, like Texas, California, CSA, and Wallonia don't. Is it different for a user-defined revolter?

Also, if it's a revolter, does it need to have an .inc file? Again, Confederate States, et. al, don't. Yet you can liberate them.

No, revolters do not need .inc files or entries in the .eug file.
